Vietnam to Assign Digital ID Codes to Properties: New Rules from March 1, 2026
Vietnam will introduce a new system of digital ID codes for all properties starting March 1, 2026. This initiative aims to enhance transparency and streamline real estate management across the country.
Vietnam is set to implement a nationwide digital identification system for housing and real estate assets under Decree No. 357/2025/ND-CP (“Decree 357”), which takes effect on March 1, 2026.
The decree provides the legal framework for the use and operation of the national information system and database on housing and the real estate market, marking a key step in Vietnam’s real estate digitalization efforts.
A central feature of the new framework is the assignment of unique digital identification (ID) codes to every property across the country, including houses, apartments, and other real estate products.
Legal basis and scope of application
Decree 357 governs the construction, management, connection, and exploitation of the housing and real estate market information system. The system is designed to collect, standardize, and store data related to housing, real estate projects, transactions, and market developments at both the central and local levels.
The decree applies to:
- State authorities involved in housing and real estate management;
- Organizations and individuals participating in the housing and real estate market; and
- Other relevant entities involved in providing, updating, and using real estate data.
Introduction of digital ID codes for properties
From March 1, 2026, every property in Vietnam will be assigned a unique digital ID code within the national housing and real estate database. According to the government’s announcement, the digital ID code:
- Is generated electronically by the national system;
- Is unique to each individual property; and
- Remains consistent throughout the property’s lifecycle, including during transactions such as transfers, leases, or mortgages.
The code is intended to serve as a standardized reference for identifying properties across administrative and market processes, supporting data consistency and interoperability between central and local authorities.
Management and operation of the system
Under the decree, the Ministry of Construction is responsible for managing and operating the national housing and real estate information system. Local authorities are required to organize the collection, updating, and synchronization of housing and real estate data within their jurisdictions in accordance with standardized technical requirements.
Data stored in the system includes information related to:
- Housing and real estate projects;
- Individual housing units and properties;
- Real estate transactions; and
- Other market-related indicators as prescribed by law.
The system is designed to support data sharing between relevant state agencies and to ensure that information is updated in a timely and accurate manner.
Policy objectives
The introduction of digital ID codes and a centralized real estate database aims to:
- Improve transparency in the housing and real estate market;
- Strengthen state management and oversight of real estate activities; and
- Support the digital transformation of public administration in the real estate sector.
The digital ID code does not replace existing legal documents related to land use rights or property ownership. Instead, it functions as a complementary data tool to support information management and verification.
Implications for property owners and market participants
As the system becomes operational, property owners, developers, and real estate market participants can expect to rely more on standardized digital data for administrative and transactional purposes. Authorities will gradually integrate existing housing and real estate information into the national system in preparation for the effective date.
Businesses operating in Vietnam’s real estate sector may need to review their internal data management practices to ensure alignment with the new digital identification and reporting requirements once the system is fully implemented.
